Councilors
  • As a member of the local council, the councilors are elected by ordinary, equal, direct, and secret elections of the local residents and have the power to determine the will of the municipality as a representative of the residents. They must faithfully perform their duties according to their conscience by prioritizing the public interest. The term of office is four years, and the prescribed number of Gwangsan-gu is 18 people.
Chair / Vice Chair
  • A chairperson and a vice-chairperson, one each, are elected from among the members by secret ballot for a term of two years each. The chairperson plays a central role in the operation of the Parliament, representing the Parliament and overseeing its affairs, while the vice-chairperson assumes the chairperson's duties in the event of the Chairperson’s absence.

  • Established in response to the administrative organization of the executive branch, there are standing committees to examine and process proposals and petitions, and special committees to examine and process specific issues. The Gwangsan District Council is composed of four standing committees, and special committees are established by resolution of the plenary session when necessary.

Special Committees

Special committees shall be established and operated by resolution of the plenary session when necessary to e xamine specific issues. The special committee shall remain in existence until the issue examined by the commit tee is resolved by the plenary session, and the term of office of the special committee shall be the term of office of the committee.

  • Special Committee on Budget and Appropriations
    • The Special Committe on Budget and Appropriations is composed of ten councilors and deals with matters relat ed to the budget, settlements, and the operational planning for funds of Gwangsan District.
  • Special Committee on Ethics
    • The Special Committee on Ethics is responsible for deliberating on requests for ethical or disciplinary review an d qualification examination of councilors and is composed of seven councilors.
